MM2H for 2025

Spread the love

The Malaysia My Second Home (MM2H) program is a long-term residency visa initiative designed to attract foreigners who want to live in Malaysia for extended periods. In 2025, the government revamped the program to make it more appealing and competitive, especially for expatriates, remote workers, retirees, and investors. It now supports greater flexibility in lifestyle, work, and family arrangements.

Living in Penang as an expat offers a vibrant blend of comfort, culture, and affordability. Known for its relaxed island lifestyle, Penang—especially George Town—is a top choice among foreigners looking for a high quality of life at a lower cost. The cost of living is significantly more affordable compared to Western countries, with reasonably priced housing, food, transportation, and healthcare. English is widely spoken, making communication easy in this multicultural environment that blends Malay, Chinese, Indian, and Western influences. Penang is also famous for its diverse and delicious food scene, from local hawker stalls to international cuisine. Healthcare is world-class, with modern private hospitals like Gleneagles and Island Hospital catering well to expats. The island boasts a strong expat community, a growing digital nomad scene, and plenty of leisure options including beaches, heritage sites, and nature trails. Reliable internet, modern infrastructure, and access to international schools make Penang especially attractive to both retirees and young professionals.

Key Changes and Benefits in 2025

🏦 1. Financial Requirements

  • Previous restrictions removed: Earlier versions of the program required applicants to meet strict monthly income and net asset criteria. These have now been abolished to widen access.

  • Fixed Deposit Structure: Applicants are still required to place a fixed deposit in a Malaysian bank, but the amount depends on the tier (Silver, Gold, or Platinum):

    • Silver Tier: Lower deposit amount.

    • Gold Tier: Moderate deposit.

    • Platinum Tier: Highest deposit but with more privileges.

This tiered approach makes the program more inclusive while rewarding higher investment with greater benefits.

🏠 2. Property Purchase Requirement

  • Mandatory Purchase: All MM2H participants must now buy a property in Malaysia.

  • Price Thresholds Based on Tier:

    • Silver tier may require a property of at least RM 500,000+

    • Gold and Platinum tiers may require a minimum of RM 1 million or more

  • Holding Period: The property must be held for at least 10 years, ensuring long-term residency.

    • Early Sale Allowed: If the applicant is upgrading to a more expensive property, they can sell the first one sooner.

🧾 3. Visa Categories – Tier System Introduced

MM2H is now structured into three main tiers, each offering different benefits:

Tier Features
Silver Basic benefits, lowest financial and property requirements. Ideal for retirees or those seeking low-cost living.
Gold Moderate requirements with more flexibility and extended privileges.
Platinum Premium tier with full work, business, and investment rights—similar to Malaysia’s PVIP (Premium Visa Program).

Additionally, there’s a special category for people residing in Special Economic Zones (SEZs) to encourage business and economic activity in targeted areas.

👨‍👩‍👧‍👦 4. Expanded Dependent Eligibility

  • The program has significantly expanded the definition of dependents to make it more family-friendly:

    • Spouses

    • Unmarried children up to 34 years old (previously only up to 21)

    • Parents over 60

    • Parents-in-law over 60

This change supports multigenerational living and allows more family members to relocate together.

👶 5. Reduced Minimum Age

  • The minimum age to apply for MM2H has been reduced from 35 to 25 years.

  • This move aims to attract younger professionals, digital nomads, and entrepreneurs who may want to live and work remotely from Malaysia.

📜 6. No Path to Permanent Residency

  • Previously, some MM2H tiers hinted at a path to PR (Permanent Residency).

  • In 2025, even the Platinum tier no longer leads to PR.

  • However, Platinum holders are granted full rights to:

    • Work in Malaysia,

    • Start businesses, and

    • Make investments, much like the Premium Visa Program (PVIP).

This trade-off offers flexibility and economic opportunity, even without the promise of eventual citizenship or PR.

📌 7. Special Economic Zone (SEZ) Category

  • A new SEZ-specific category is introduced to encourage applicants to invest, live, or work in areas designated as Special Economic Zones.

  • This may come with relaxed property or financial rules, tax benefits, or accelerated processing depending on the zone.

✅ Summary of Benefits in 2025

  • Greater financial flexibility

  • Family-friendly policies

  • Encouragement for investment in property

  • Support for remote workers and professionals

  • Better alignment with Malaysia’s economic goals through SEZ incentives
